GPT-4 will be released eventually.

Sam Altman talked about the future of OpenAI in a recent Q&A -- which details will remain undisclosed -- and this 100-trillion-parameter model may not be called GPT-4 but GPT-5. In the end, Cerebras' CEO said "That won't be ready for several years."

I'm quite sure OpenAI will keep releasing models and other things in the meantime.
