OpenAI isn't an open-source company (lol). Maybe you meant non-profit? And well, the structure is rather complex. They're not a normal non-profit. There's a capped profit arm. Also, they have quite deep pockets filled with Microsoft's money, so yeah. I really doubt you had any chance to compete with GPT-4, however great your idea is (although competition is always welcome)
